The Problem

The PPWR nightmare for small e-commerce sellers:

From August 12, 2026, every e-commerce business selling in the EU must comply with:

  1. 50% void space limit — packaging cannot be more than 50% empty space. This sounds simple until you realize every SKU needs assessment, and multi-item orders create variable void ratios.

  2. EPR registration in EVERY country you sell to — a Portuguese seller shipping to Germany, France, and Spain needs separate EPR registrations and quarterly volume reports in each country. Different PROs (Producer Responsibility Organizations), different forms, different deadlines.

  3. Recyclability requirements — all packaging must be recyclable by 2030, with interim targets. Materials must be documented, material codes applied, and recycling icons included.

  4. Labeling requirements — new EU-wide harmonized labels for material composition and sorting instructions. Implementation acts expected by Aug 2026.

Real pain: A typical Shopify seller shipping to 5 EU countries currently does ZERO packaging compliance work.
