The Problem
Every year, hundreds of thousands of CPLP nationals (primarily Brazilians, but also Angolans, Mozambicans, Cape Verdeans) navigate Portugal's immigration labyrinth. The process involves multiple agencies (AIMA, SEF legacy, consulates, Finanças, Segurança Social), constantly changing regulations, documents in multiple formats, and waiting times that can stretch months. Immigration lawyers charge €1,500-€5,000 per case but often use spreadsheets and email. Individual applicants are left checking Facebook groups for crowd-sourced advice that may be outdated by the time they read it.
AIMA inherited a 400K+ backlog. Even after issuing a record 386K permits in 2025, ~46K cases remain pending. The October 2025 regulation change requiring CPLP citizens to get consular visas before arrival added yet another layer of complexity.
